Sterlington is the growth town of northern Ouachita Parish. More than half the houses here went up after 2002, and the town grew about 24 percent over the 2010s. New lots keep opening along US-165. The ridge the town sits on drains well, and the flats on either side do not.

Flood maps around Sterlington are mostly Zone A, the special flood hazard area with no published base flood elevation. Zone AE, a floodway and two kinds of Zone X show up as well. So the required elevation gets set property by property.
The Town of Sterlington manages floodplains inside the town limits, and its permit office handles that with the building permit. Outside the limits, the Ouachita Parish Police Jury permit office in Monroe does floodplain determinations and elevation certificates. A licensed land surveyor prepares the certificate. Ask the right office before you order fill.
Our part is the dirt. We strip the topsoil and the organic layer, haul in select fill and place it in lifts. Each lift gets compacted, and the finished pad is sloped so water runs off it. The height comes from your builder, your surveyor or the floodplain office.
The soil series under the town is called Sterlington silt loam, and it is named for this town. It is a natural levee silt loam of the Ouachita valley, nearly flat at 0 to 1 percent slopes. The USDA soil survey rates it well drained. That is the good ground in Sterlington.
Step off the ridge and the map changes fast. Within a few miles the soils run through Groom, Guyton, Wrightsville and Perry clay, all poorly drained. The Ouachita River runs past town, and Bayou Bartholomew swings within about two and a half miles. A lot on that low ground holds water after every rain.
That split decides two jobs here. Land grading moves water across the surface, so we fill low spots and slope the yard away from the house. On a drive, soft clay swallows rock. We cut and shape the base with a crown before the limestone goes down.
Growth in Sterlington runs along US-165, the town's spine. The lots that open up are often grown over in brush and young timber. Clearing a new lot starts with the excavator. Trees and brush get pushed and pulled, and the stumps and root balls come out whole.
The debris goes in our dump truck and off the property, or it gets stacked where you want it. Burning is the owner's call under the state rule, and parish burn bans change through the year. After the lot is clean, we rough grade it and cut in the drive.
Two other things come up on new construction here. Louisiana 811 gets the call before we dig, which the law puts on the excavator. A municipal address also has to be verified by the 911 GIS coordinator before the town issues a building permit.
Bastrop to Sterlington is about 15 miles, roughly 23 minutes. We leave town on US-165 and stay on it nearly the whole way. LA-2 brings us the last mile and a half. Sterlington sits right on the Bastrop to Monroe run, so it is the closest town to our base.
On Easter Sunday 2020 an EF1 tornado touched down at Fairbanks, about three miles from town. An EF3 hit Phillips in the parish the same day. A flash flood was logged at Sterlington by name that September. Hurricanes Laura and Delta both came through Ouachita Parish in 2020, and the February 2021 winter storm followed.
When wind puts trees and a shed on the ground, storm cleanup is the grapple and the truck. We pick up what is down, tear out damaged outbuildings and haul the pile off. Standing or hanging trees near a house go to a licensed arborist, and the utility handles anything on the lines. An old house or a slab that has to come down is demolition, and the lot gets graded after.
